yeah, you're probably over-historicizing it. he's most likely just a Chinese immigrant whose family moved to the UK 15 years ago and he took up the bagpipes after finding out that they were a popular traditional instrument in his new homeland.

If I'm not mistaken, the Asian bloke was probably a part of one of the Gurkha regiments. I'm not real clear on the history of the Gurkha's but I believe they were inducted into the British forces after showing they were a bunch of bad asses with those Gurkha knives. I could be wrong thogh.
